Thunderbolt brings The Ancient World game system to the Second Punic War, covering the conflict across Italy, Africa, Spain, and western Mauretania. The game features a full grand campaign alongside multiple smaller scenarios that focus on key stages of the war.
The system uses a chit-pull activation mechanic, giving stronger leaders more opportunities to act. Army movement is governed by attrition and command capability rather than movement points, while combat combines dice rolls with numerous modifiers for cavalry, elite troops, leadership, and force strength. The game also includes rules for interception, avoidance, retreats, pursuits, sieges, and the Auguries random event system.
Political systems play a central role. Roman magistrates command the legions according to their historical abilities and Senate authority, while Carthaginian commanders operate within their own political hierarchy. Hannibal remains an exception, free to maneuver independently of normal restrictions.
The game introduces Celtic and other tribes from Iberia and northern Italy, allowing players to influence their allegiance through diplomacy, recruit their warriors, or subdue them militarily. Naval operations are handled through the streamlined Naval Superiority System.
Thunderbolt includes the complete Second Punic War campaign together with numerous scenarios, including Hannibal Ascendant, Hannibal at Bay, Thunderbolt: Hannibal's Invasion of Italy, Italian Campaign, The Spanish Campaign, The African Campaign, and Iberia: Carthage's Conquest of Spain.
